Abstract
[This abstract is based on the authors' abstract.]An empirical survey was conducted to determine how small business perceive and implement the high-performance management practices outlined by the Malcolm Baldrige Criteria for Performance Excellence. The survey identifies the practices that small firms consider important and determines how endemic these practices are throughout the organization, focusing on the gap between perceived importance and implementation. Some explanation for these observations is attempted.
